Why am I unable to set privileges in PHPMyAdmin?

This is due to the way that cPanel is configured. PHPMyAdmin is only a tool for editing .sql queries, updating tables, and making other adjustments. Everything else, including setting privileges, creating databases etc… needs to done within cPanel under the "MySQL Databases" icon.
